Responsible gambling in Italy

The Agenzia delle Dogane e dei Monopoli — ADM — sits under the Ministry of Economy and Finance and is the single authority for gambling in Italy, remote and land-based. Unlike Germany and Spain, Italy does not split the job between authorities by product or by channel.

ADM awards concessions rather than licences. One remote concession register covers casino games, slots, poker and betting; the same agency administers land-based betting outlets and horse race betting, and publishes an outlet finder and an address for reporting unauthorised betting points.

A note for anyone maintaining links: several older adm.gov.it/portale/monopoli/giochi/… landing paths now return 404, including the one many guides still cite for the list of authorised sites. The current gambling hub and the concessionaire register are linked in the table above; they were both opened on 6 August 2026.

The concessionaire register lists three columns: concession number, company name, and the authorised website. Every entry sits on a .it address.

So the check is: find the site’s exact address in the register, and note the concession number. Match the website rather than the brand — one company often holds several concessions for several brands, which makes the brand name the least reliable thing to search on.

The table renders client-side, so a text-only fetch comes back as an empty page shell. Opened in a browser it returns a full alphabetical list of concessions in the 16000 number range.

RUA — the Registro Unico degli Autoesclusi — is run by ADM. Access is with SPID or CIE; without SPID, the request goes through a concessionaire where you already hold an account.

Its distinguishing feature is that it offers three modes, and no other market on this site does. Trasversale blocks remote gambling with every concessionaire and prevents new accounts being opened. Singolo concessionario blocks one named concessionaire. Singola categoria di gioco blocks one game type, for example fixed-odds sports betting, at one concessionaire or at all of them.

The trap is in the second and third. They are the right tool for a specific problem — one site, or one product — and they are the wrong tool if what you need is out of the market, because every other concessionaire stays open. If you are choosing under pressure, choose trasversale.

The duration figures conflict, and we are publishing both rather than picking one. ADM’s own two systems disagreed on 6 August 2026, and both were read that day. The service description page says an indefinite self-exclusion is permanent and can be revoked only after at least nine months, and that a fixed-term exclusion runs for a period the player sets up to 270 days with no early revocation. The RUA application itself says a citizen with SPID may request exclusion for a fixed period of 30, 60 or 90 days or for an indefinite period, and that after a fixed period expires access returns with no further step. The same page that carries the three-mode description also carries a legacy paragraph repeating the 30/60/90 version. Until ADM aligns them, check the figure inside the application before you commit to a term.

The Telefono Verde Nazionale on 800 55 88 22 is the national line: free, anonymous, operated by the Istituto Superiore di Sanità. ADM points players to it directly, describing it as always active and offering free and anonymous support to people in difficulty because of gambling.

The ISS also runs usciredalgioco, a web platform for people who want to stop, in Italian, reachable from the same gambling hub.

One resource to avoid, because it is still quoted in a lot of affiliate content and in some operator footers: giocoresponsabile.it redirects to a commercial operator’s website. It is not an independent responsible gambling organisation.

RUA binds Italian concessionaires. A site without a concession is not in the system, does not query it, and has no reason to.

Italy has a second, self-inflicted version of the same gap: if you chose the single-concessionaire or single-category mode, the rest of the licensed market is open to you by design. That is not a failure of the register, it is the mode doing what you asked, and it is the most common reason an Italian exclusion feels like it “did not work”.

In both situations a device-level blocker is the tool that covers the ground the register does not, because it runs on your device and does not depend on a concession.

For a dispute with a concessionaire, raise it with customer service first and keep the correspondence, then go to ADM through its contact channels.

One legal point we are deliberately not asserting. The advertising and sponsorship prohibition known as the Decreto Dignità is the strictest of our six markets, and whether it reaches affiliate marketing and review sites aimed at Italian consumers is not settled: secondary sources differ, and we found no ADM page stating it either way. Anyone planning commercial activity aimed at Italy needs a legal opinion on the model rather than on the wording of a page.
